There are many Shitos about cooked wine. Rashi holds that one cannot make Kiddush over it, since the cooking changes the wine and makes it worse (and therefore even a Bracha Hagafen cannot be said on it.) Tosfos says that Kiddush can be made over it, since the cooking changes the wine for the better. This is also the view of the Yerushalmi that you my have cooked wine for the four Kossos (even though one of them is Kiddush).

WINE FROM SEDIMENT AND PEELS

Using a strainer, if someone pours water over wine sediment and grape peels, if additional liquid comes out equal to a quarter more than the water poured in (and therefore assuring that enough wine came out to give the liquid a status of wine), Kiddush can be made over that wine.

RAISIN WINE PART TWO

SEIF 6 (Cont.)
Rav Akiva Eiger quotes the B'chor Shor that says that one should not soak raisins in water that exceeds six times the size of the raisins, since it is not a better quality than regular wine which becomes annulled when mixed with more than six times its volume. However he does say that one must measure the size of the raisins according to its volume after it has soaked and absorbed water and is now plump.
