If someone does not have wine, the Rosh says that it is better to make Kiddush on Friday night over bread than to make it on beer. Since the Seudah is being eaten L'Kovod Shabbos, making Kiddush on the bread is appropriate.

SOMEONE WHO MADE A NEDER FROM DRINKING WINE

SEIF 9 (Cont.)
Where someone made a Neder not to drink wine, the Rama says that he should make Kiddush and let another participant drink from it. The Magen Avraham asks why not let the person who drinks the wine make the Kiddush? It would be better for the one who drinks it to make the Bracha himself rather than hear it from someone who is not going to drink it.

SEIF 9 (Cont.)
Although R' Tam says one should not make Kiddush over bread, Since the Rashbam and many other Rishonim say that making Kiddush over bread is permitted if one likes it more than wine, L'Halacha, you can make Kiddush over it.
