If there is nothing available to make Kiddush on (not even bread), a person is allowed to eat without making Kiddush. (The Magen Avraham says that if there is bread, the person makes Hamotzie on the bread (i.e. Kiddush) and must not taste any other food before he does so.)

IF THERE IS NO WINE

Seif 2 (Contd.) 
If someone does not have wine for the daytime Kiddush, the Rosh says that Kiddush should be made on Chamar Medinah rather than on bread. Since Kiddush is only a Bracha Rishona, and because making Hamotzie and then eating the meal is the normal way of eating, therefore making Kiddush on bread shows no special distinction that it is being done for the sake of Kiddush. But making a Shehakol on beer before making Hamoitze is distinguishable in that the Bracha is being made over Kiddush. (This argues with what the Raavad mentioned a few Shiurim ago that one may make Kiddush over bread during the day.)

MAKING KIDDUSH ON BEER

If a person does not have wine, he may make Kiddush on beer or other drinks that are considered Chamar Medina. The Tur does not specifically mention Chamar Madina, therefore the Bais Yosef believes that the Tur must indeed maintain that Kiddush need not be made with Chamar Madina. The Magen Avraham writes that the Tur is referring to a situation where Chamar Madina is not available.  In such a case, he should still make a Bracha on whatever he drinks. Since one of the points of Kiddush in the morning is to show that the Shabbos meal is different than a weekday meal, making a Bracha (with Kiddush) on any drink would serve this purpose.
