AMOUNT OF HAIRS THAT ONE IS CHAYIV FOR CUTTING

Someone needs to cut at least two hairs on Shabbos to be Chayiv a Chatos.  The Magen Avraham points out that it is a Torah prohibition to cut even one hair, because partial Shiurim are prohibited from the Torah. The Elya Rabba says with respect to cutting nails that even cutting one nail is considered a respectable amount and therefore a person would be Chayiv for it.

WOMEN WHO FORGET TO CUT THEIR NAILS BEFORE SHABBOS - MIKVA NIGHT

The Taz says that women who forgot to cut their nails Friday afternoon before going to the Mikva should not ask a Goy to cut them for her, since it is still possible to clean them well. Also, it would be prohibited to bend her hand toward doing the cutting, as this would be considered helping the cutting. This is compared to someone who is Chayiv for bending his head towards the barber in order to allow him to cut off his Payos.

CUTTING HAIR AND NAILS

The Gemara says regarding someone who cuts their hair and nails on Shabbos; if he does it using his hand (which is not the normal way to perform these Melachos), he is exempt from bringing a Chatos, nonetheless it is rabbinically prohibited. However, if he cuts them using a tool (without realizing that it is prohibited or that it is Shabbos), he is obligated to bring a Chatos. This Halacha is stated in the Shulchon Orech.
