THE DEAF, INSANE OR MINOR PERFORMING A MILA

The Shulchon Orech Paskins, that a Cheresh Shota V'Koton (deaf, insane or minor) are Kosher to perform the Mila. Why should that be? We Paskin that Mitzvos Tzrichos Kavana (you need to have intention to do a Mitzva.) Since the above cannot have proper intent to do a Mitzva, they wouldn't be able to have intent for the Mitzva of Mila and not Yoitze the Mitzva.
 
The Minchas Chinuch answers with the Yesod of the Turei Even. Even though certain Mitzvos that would seem that we can assume they were done with intent, like blowing Shofar on Rosh Hashana or eating Matza on Pesach, we cannot assume that it's not definitely so. Since he could hear Shofar later or eat more Matza later, therefore it cannot be assumed that this action is automatically a Mitzva and assumed intent for it. But Mila, where it cannot be performed again, therefore, from the action alone we see that it must be the Mitzva. The action alone tells us it must have been done for the Mitzva. Therefore we can even say that the Koton had intent, since there is no choice in the action but to be the Mitzva.
